Introduction to the UN Solutions Hub

The UN Solutions Hub (UNSH) is a flagship digital initiative jointly developed under the leadership of the United Nations Framework Convention on Climate Change (UNFCCC), coordinated by the Global Enabling Sustainability Initiative (GeSI), with Tencent serving as the technology partner. Designed as a global public-good platform, it aims to connect governments, cities, solution providers, and financial institutions through digital infrastructure to accelerate carbon reduction, sustainable development, and systemic responses to core human needs.

The initiative was first conceived as part of the strategic vision of the UNFCCC Global Innovation Hub (UGIH), established at COP26. At its core is the ambition to create an integrated service mechanism that bridges policy, technology, and finance—enabling countries and stakeholders to better implement the Paris Agreement and advance the 2030 Agenda for Sustainable Development.

At the technical level, the platform leverages generative AI to structure and match inputs across diverse stakeholder groups. The platform aims to match unstructured demands expressed by cities and governments with structured vetted solutions and financing resources contributed by partners. As the designated technology partner and supporter, Tencent brings extensive expertise in AI application, platform deployment, and collaborative digital ecosystems. Its pro bono climate-tech platform TanLIVE plays a key role in early-stage deployment .

The platform addresses one of the most critical systemic gaps in global climate implementation: the misalignment in how governments, enterprises, and financial actors define and communicate needs, impacts, and priorities. By continuously building the matching mechanism rooted in measurable value creation, the platform enhances the ability of cities and institutions to identify, adapt, and implement climate solutions at scale. It also serves as a collaborative knowledge hub, discovering global best practices, scientific research, and policy instruments to elevate the ambition and effectiveness of climate action.

As the platform continues to evolve, the platform will consist of six components including discovering demand, solutions, financing resources, knowledge, with matchmaking engine and collaboration tools.

Its users include local governments, solution providers, financial institutions, research organizations, and multilateral partners. Early participants will be invited to share case studies, showcase their offerings, recommend existing repositories and collaborate on pilot projects, while benefiting from AI-supported discovery and recommendation mechanisms to improve matching efficiency and deployment outcomes.

The platform will continue expanding its international partner network while evolving alongside the annual COP process. In November 2024, the platform demo was showcased at COP29 in Baku, Azerbaijan, marking its initial public debut. In November 2025, the UNSH 1.0 version is scheduled to launch globally at COP30 in Belém, Brazil, opening access to a wider range of cities, solution providers, and financial actors. In the coming years, the platform will further enhance its AI capabilities and data models, enabling more tailored applications in sectors such as energy, construction, and transportation.

As a forward-looking digital collaboration mechanism, the UN Solution Hub exemplifies how technology can be mobilized in service of sustainability. It represents a new paradigm for multilateral governance and private sector engagement in climate action—providing the technical backbone and cooperative framework necessary to scale replicable, high-impact solutions across the globe.
